Changing orgs

Changing orgs is not well thought through.
Let's say my councilor has admin 25(+2 over 25) and I want to change a level 2 org that gives him admin +5 and insert a level 1 org that gives him admin +3. I have to remove some other orgs worth 3 points before I can do this. That is plain BS.
Rework this in a way that one can play with switching orgs and when everything is done and checks out "Press button to confirm changes and pay your fees for the switcheroo".
