The controlPointIPScaling option allows easily changing the IP distribution, but any substantial increase leads to excessive and unbalanced IP values. Decreases have a similar issue with insufficient IP. By increasing the GDP divisor, the IP curve can be shifted downwards to maintain a similar global IP count while reducing (or increasing) the benefits of controlling many smaller nations.
