3 of 7 AI factions don`t contribute to global tech research

Hi everyone, v0.3.52 unmoded current steam version.
So I have noticed that Initiative, Protectorate and Servants stopped contributing to global tech research. All factions have substantial research output.

Is this behavior normal, or should I write a bug-report?

It can be, particularly if they are chasing objective projects.

One of the several good bits of AI in this game is that NPC factions have a look at the global techs, and decide if they really want them, or if their own Faction engineering techs are more important.

For example, the Servants may not really care about high temperature superconductors or supercapacitors, but may really care a lot about figuring out the Alien language.

So they go 'whatever' to the global techs, and concentrate their research on faction techs.
