Theory crafting - Quick Learner/Striver

Has anyone done the math around when it would still be efficient to replace a starting/early counsellor with someone that has Quick and/or Striver?
I've done some rough calculations in excel and it kind of looks like replacing one of the first 4 is acceptable as long as it is done before a counsellor has been promoted 5-10 times. With Striver it looks efficient even up to 15 promotions. So that's huge.
It makes me feel that getting someone with quick or striver is worth it, even if they have lower starting stats than their profession dictates they should have.
