Unification immediately after Conquest

A few times I've seen conquered countries immediately unified with the conquering nation (Ukraine joining Eurasia, Serbia joining Eurasia), but every time I conquer another nation, I am only given control of the nation, rather than it being unified with the conquerors.

What are the requirements for Unification immediately following conquest?

I suspect it has something to do with claims, but a claim cannot be the only requirement. After taking control of Eurasia, I had them conquer the Southern Balkan states, which they had a claim upon, but that did not lead to immediate Unification.

The most important thing is that you have a claim on in it. About the second I'm not 100% sure myself, but i guess in your case The Balkan States were federated with the EU which superseeded the claim of the Eurasian Union. Best thing todo when conquering federated states or states allied with superpowers you don't want to mess with is staging a coup (removes all federations) and maybe take the Legislature (lets you end alliances) and then take it over with your army.
