How do I defend against 'Control Space Asset' attack?

How do I do this, please?
I have a councillor with 'Defend' but cannot see how to defend against a hostile Hab takeover and lost an L2 Orbital.
I got a high persuasion councillor up there, but even though this was my hab, got sniped one cycle back it seems I have a 0% chance of taking it back.
This feels bogus - how were they so easily able to snipe me, and how come I have no way to get it back without the appliance of violence?

Also make sure you have positive cash, and positive Mission Control.

I've read that increasing the loyalty of your councillors also influence this (so be sure to keep there loyalty up).

Then, you will also find techs that help, as you finish campaign objectives.
