Councilor UI suggestions

1. Indicate which skills (available actions) are native to a councilor and which are conferred by their orgs: differing font color would suffice.
2. Indicate why a councilor is ineligible to acquire an org; this will decrease the number of false bug reports or help with debugging.
3. Indicate:
(a) when a councilor is known to have been spotted,
(b) by how many other factions,
(c) by which factions;
(d) also when a councilor is known to have been investigated (per a Security roll).
All this could help give at least some warning before a councilor gets assassinated, which is traumatic and devastating.

1) is ingame; the org logo is present on the action list in the councilor screen if it's the source of the mission.

3(b) and (c) are shown with the little faction symbols in the councilor portrait on the main screen and I think the zoom call screen too.

Another thing I would appreciate is see the current stat of a councilor even if past 25 (i.e shown in the tooltip). This would be helpful when you're considering put a point into ADM to achieve to drop a ADM boost org
