Does fleet pursue follow orbital mechanics?

When one fleet pursues another in the pre-battle stage while orbiting a planet, do the fleets ascend to higher orbits as they expend delta V?

I don't really notice any change in orbit. On earth, using 3 kps at lower earth orbit 2 should ascend to intermediate. But it didn't happen after 2 consecutive pursuits in my game.

You mean they should LOWER their orbit to catch a fleet ahead of them.

Depends on which way their ships are facing. Personally, I would face the nose of my fleet towards an approach fleet, fire engine then, and thus lowering speed because a pursuing fleet should approach from the same orbital orientation, while GAINing orbital altitude as well as the flexibility to later reduce it.
