AI seems to be poorly managing their control points

Since patch 4 it seems like the AI has been doing a poor job of managing their control points. Specifically they seem to be making little attempt to gain full control of countries or to expand to other countries. It feels like they've shackled themselves to less valuable countries. In my latest game it was probably 2024 before anyone even attempted to take India, and it was even later before anyone took Poland. I've also noticed a lot of countries with really split popular opinions like nobody has attempted to consolidate their holds. Even going into the 2030s the world opinions seems more in line with the natural flow of random events. Even regions that seem like they should be very important to the AI who owns them have very split opinions. I have a ton of influence in countries I've never even looked at. China is a big one as well, seemingly taking up until the 2030s before anyone starts working on it.
