[Bug Report] Can't annex Russia as EU

So I formed European Union as France and annexed all countries except Russia and Azerbaijan. I decided to split Russia in 2 (did Siberian Federation) and after some time decided to annex west part of Russia. But every time I do this - game crashes. I receive a message that Russia is now a part of the EU, a message that a new (1) army is under EU control (Russia has 4 armies), and after this, I click play, and the game freezes and then crashes.

EU doesn't have claims on Moscow.

Pretty sure nothing has claims on Moscow except Eurasia.

Greater Europa tech gives the EU a claim on Moscow. That should allow you to annex atleast Russia into the EU

Tech "Great Europa" gives you claims on Baku (Azerbaijan), Moscow, Rostov-On-Don, Kazan, Yekaterinburg, Murmansk, and St. Petersburg (Russia).
