What does remass scoop actually require to work?

I have a fleet with hydrogen-based drive (zeta helion) and remass scoop in low Io orbit (no habs or stations, empty planetoid), but the refueling button is greyed out, and it doesn't automatically refuel the ships. Moving to Jupiter interface orbit enables the refuel button with 0 money cost, but pressing it doesn't seem to have any effect. Is there some additional requirement that must be satisfied in order to use remass scoops for refueling?

Reportedly bugged and only working when docked. On the list to fix.

What would be the workaround for the moment? If I set up a small station with no refuel point, will it allow to refuel for free?
