Alien Threat Level

My Alien Threat Level has been maxed out for 10 years now.

I have no idea what making it stay so high. Aliens have smashed my mission control from over 100 back down to 80. I've researched the 2 techs that grant bonuses to this Level without annoying the aliens. I still have maxed out Threat level. I haven't done anything to the aliens in those 10 years. I've killed the odd servant councillor but I'd say maybe 4 or 5 over those 10 years.

What do I need to do to get this Level down. I can't rebuild anything in space as it's just being blown up every time.

On another note it would be nice to see what's making it so high in game. Gives me and others a better understanding as to why its that level and what we could do to bring it down.

I am also in this situation. I have been at maximum alert for more than a decade, and I don't know why.
* Is it from my opposition to the Servants and the Protectorate? (The aliens took out two protectorate stations right after the protectorate announced their stations plan, so they seem to be at high alert, too.)
* Is it because I keep removing xenoflora? I stopped directly assassinating aliens after the second, but I have taken out two buildings and fought off a landing army, but that was after I was already at max?
* Is it because I have too much stuff in space? This is what the two techs I researched that each gave me 25% cap seem to imply, but how would I know whether it is specific stations or my ten escort ships? I am only using 59/174 cap (largely because aliens continuously remove my ceres, mars, random asteroids and mercury stations, and will not allow me to establish a presence in the Jupiter system)
* Is it because I (semi as a fluke: I overwhelmed and rammed it) took out an alien mothership that was attacking my station? (that's only the third or fourth ship I have taken out, all when they were attacking my stations)
I don't think we need it to be entirely transparent to the players necessarily, but some indication of what is actually causing alert would be helpful, instead of it just being a mechanic that I essentially ignore because I cannot do anything about it.

Also, the attacks on my stations do not consistently seem to actually attack them. The aliens keep sending fleets that choose not to engage. Even in the case of one fleet of 3.9K strength that launched towards my mercury station (defense 500 strength) and then did nothing. Meanwhile, they routinely bulldoze my two Ceres stations (which I generally re-establish after a while) and my Mars stations (same).

Feedback to player on what moves threat level would be great

Could require tech/projects/modules/agent actions/missions to do it or could be just plainly exposed breakdowns
