Suggestion: Give advise to Tycoons.

I've been dipping my toes into early access and still finding my feet, but one thing that I have noticed is that my tycoon has been sitting there uselessly. I tried to find a few orgs for him to use hostile takeover or buy an org that will give a more suitable mission type, but no dice. Giving access to the advise mission would make logical sense and solve this problem.
