I infiltrate at 200% but the mission won't launch. Help?

Let me go into more detail. So, I've started to Liberate a region, and I go through all the steps (first mission, second, so on), and I get the ADVENT Network Tower mission, and I send my five person squad to infiltrate and... nothing. Nothing happens at all. It just continues to scan non-stop with no results. My squad reads at 200% infiltrated and still nothing. No launch, nada. I am missing something here? Is there a step by step process I didn't complete properly? Please help.
