This spreadsheet implies that liberation chain missions don't spike vigilance any more than any other mission does. It always feels like ADVENT strength starts rising rapidly once you unlock network tower/HQ missions, but is this just coincidence?

Vigilance is just one factor in determining where alien reinforcements go. Presence of facilities, story missions, liberation missions, and proximity to liberated regions also increase a region's likelihood of getting troops. It's sorta mentioned in the chart as an overall "need" for troops but there's too much detail to explain it all.
