how do you input console commands?

is there a console command that talks you what activities that advent is running in the back ground? some time i am just dead curious as to what exactly is advent doing. could it be possible that a region is left alone for pretty much a whole month? ( i have ten rebel on Intel + science and there is like a month of no activity)

Put -allowconsole in the program launch string. Press tilde(~) ingame to open it.

Sidenote: have you liberated that region? If so there's no advent there, they have to do troop movements from neighboring regions (which can be detected), and then they'd only do retaliation missions in that region.
