Mission start in fire

I just had a Haven Defense mission where my starting position was on top of a fire and I had 3 soldiers burning when i made my first move. Not sure if this is an intend "FU" feature from xcom or a bug. I think it shouldn't be happening.

Also Im not using and mods related to map design.
