Lost rebels after region liberation and same objective again

Hey guys,
found quite an strange/annoying bug. After finishing my first region liberation in September all my rebels of the region are gone...
How should I set them to earn me money if they'll just disappear.
Moreover I got the Objective: "Research Resistance Communications" again,.. I already completed it a long time ago.
