Soldiers stuck infiltrating

1) LW2 1.0
2) PC win10 64bit
3) a few cosmetics mod and ui tweak, but did a config clean up and disabled all others mods problem still persist
4) Unknown. I send 2 soldiers in a hack workstation mission but the mission never popped and now the soldiers are stuck infiltrating and i cannot access them.
5) Assuming i am correct and you are talking about the files in Documents\My Games\XCOM2\XComGame\SaveData. I can't seem to attach them to the post. It says invalid file extension.

Is there a debug mode i can use to manually add the missing soldiers as a workaround to this problem?
