Version 1.0 Windows 10 Steam

I have deleted my config folder contents (each launch attempt)

I have moved saves out of my save folder

I never had any other mods installed

I have uninstalled all DLC

I have long war 2 toggled on in the launcher

My game still launches as vanilla xcom2 every time.

I have restarted steam several times: no luck.

Anybody else have this experience?

What is your evidence it's still vanilla? Are you starting a new campaign and Gatecrasher is still blowing up a monument?

Yes: my button still says "new game" instead of "long war 2" and gatecrasher is still the standard blow up the monument with c4 mission.

Edit: fwiw I am trying an uninstall/reinstall currently and will post if that solves the problem.

Full uninstall/reinstall did the trick
