Enemy protocol

For those who dont know what that is its the hacking reword where your hacking doldier gets +10 permanent hacking stat.
How common is this reword? Is there a cap? I saw it maybe twice in my entire last playthrough.

It isnt very common. I have. Gotten it twice in my playthrough so far.

There are 22 different Tier2 hack rewards, of which the +10 Hacking reward is just one. Naturally, it will only appear as a difficult hack.

I can't say if hack rewards are all equally likely at the same Tier, but if they are, it's only a 4.5% chance on any given hack (objective hacks seem to have better rewards too, so might only appear on those).
