In Long War 2, how can I get facility leads?

I swear, this mod is getting on my nerves :p
I've had to restart a half-dozen times because there's always some obscure technique that screws me late in the game. It's facility leads this time. I've only found one throughout the entire time I've been working on the Avatar project. I've been on a bunch of "Find a lead" missions, but I've only found one so far! I've also tried to liberate a second region, but I can't seem to get the liberate mission chain to work again. What the hell is going on!? Any assistance is much appreciated!
