I just finished a Defend the Data Tap in April. Only wound I took was -1hp on the Haven Advisor, a Technical.

There were 2 Specialists on the reinforcing Squad, both with Field Surgeon.

But the Haven Technical didn't get the benefit of those Field Surgeons. Back in the Avenger he's wounded for the next 7 days.

Reloaded a savegame from the battle. I have the mod New Passive Icons. On all the Squad soldiers there were 2 passive icons for Field Surgeon. For the Haven Advisor and the 4 Resistance Fighters, no Field Surgeon icon.

Should be working as intended. The specialists were on the squad you have sent, the Liaison soldier and the fighters were on a separate squad.

All per squad abilities only work for the soldiers on that squad, not on the map itself. I think War of the Chosen introduces a slight change to that mechanic, but I will need to check it in action next time I have a rescue VIP with extra resistance fighters on it.
