The word intel is used too much:
It is the resource to contact new regions.
It provides avenger scans for various bonus.
It is the main activity of haven staff.
By renaming haven activity "Scanning" instead of "Intel" you infere that your staff is scanning for missions. Since the avenger helps scanning in the haven, you are essentially doing the same thing.
Getting a tiny bit of intel becomes a side-effect of scanning.
