Intel Retal Mission Structure Question
OK, so, most people hate Intel Retals, but I've been noticing weird things whenever I do them. For instance, I can have 10-13 vetted, non-faceless rebels in a region and only get 4 of them to protect the relay. In addition to this, if I have MECs in the region they don't show up to defend against this at all. How does LW2 decide who'll show up to defend?

The number of rebels to appear on the mission is randomized based on ini settings (RAID_MISSION_MIN_REBELS and RAID_MISSION_MAX_REBELS in XComLW_Activities.ini, defaulting to 3/6). Only rebels that are on the associated job are eligible.
As far as why the resistance mecs don't show up, it's for narrative reasons: on intel and recruit raids your rebels are on covert ops in advent controlled areas and can't bring big noisy clunky mecs covered in graffiti with them without raising a few eyebrows (and yes, I know, sparks...). On retals they are in the haven, and on supply raids you're out in the wilderness, so they appear there.
