So I failed a haven assault retaliation mission and lost all my resistance personnel. Because of this I've got no one left to assign to recruit more personell. Is this region now technically dead? Would there be a small chance of finding someone if I assigned a soldier to the haven?
As a side note, I've got the liberate region mission ready to start. Might that help me?
If I lose all my haven advisors, can I ever get any more?

Assigning a soldier will allow you to gradually recover the region - it'll take time though to start from scratch again. The higher ranked your soldier the better they will be at recruiting.

I had the same thing happen - no soldiers to do a resistance mission at Advent strength 12, so lost everyone right before liberating the region! Oh well. Slowly.
