Item Modification Questions

Trying to make a mod which allows for some new Item modifications. But I have some questions.
Firstly, is it possible to create a item modification which adds a utility slot to a character?
Secondly, is it possible to have certain item modifications class restricted?
Third and finally, is it possible to have certain item modifications be exclusive to that particular item? For example, a shotgun?
