I'm trying to make map parcels, and I followed this guide to make a flashing light

When I put that into a plot.umap, it works great, but if I place the same kismet action and objects into a parcel.umap instead, it doesn't activate. Is there another step I have to implement here to make it work as a parcel piece in a plot?
