Propaganda would work if it siphoned Vigilance from adjacent contacted regions. Spike Vigilance by 5 but also lower Vigilance in all adjacent contacted regions. Usually all shinobis and high hacking specialists become officers for me. I give high aim / decent defense grenadiers a pistol and train them in the AWC; they also go sapper into damage build. Huh. How much aim would you guys consider necessary on a sharpshooter holo officer? It depends on the soldiers you have. 62 and lower is definetly holo, but if the initial 2 rounds of promotions made the high aim soldiers into sharpshooters, then I would probably even make the third one into an hol...

For me, specialists and holo-snipers are the ideal officer candidates. The former take missions with a hack-objective, the latter the rest. The more experienced I get with LW2 the more I regret training specialist medics in the first place. In my C/I campaign I now start sending them on suicide hacks to catch UFOs (which often pop with just 2 days or so) so that I have SOME use out of them. The one shot spike isn't that much the problem...

Just played the Moderate-Heavy supply raid. Not a single alien. 24 ADVENT troopers in 3 pods. I don't get anything about the supply raid schedule.

The issue was that grenadiers are pretty weak except as incendiary mules, when they were OP. The buffs to gas and biggest booms is aimed at making other grenade types competitive. We thought about reducing incendiary damage but it was the guaranteed "I won't even have to think about that enemy...

How about letting it target non-overwatching enemies and reducing the hack resistance by 10/15/20?

That would allow you to expend a charge to increase your hacking chance on a tough enemy.

IIrc that's about the first time I've seen it payoff in his current campaign out of what, 28 missions. I'd say it's situational usefulness is extremely rare on a Gunner. I personally don't take Combatives on Gunners because it would be so rare for me to use it that it's not worth spending the perk ...

Don't forget, that Air Drop supplies extra grenades but not extra rockets/flame thrower fuel.
