I already specced into the flamer every time, even before this change. They take a lot of skill to use properly (conceal ambush), but wow can they turn an otherwise impossible mission into a relatively easy one if pulled off correctly. Apparently you can't manually hack a door if your primary weapon is out of ammo, it's been a long standing vanilla bug that is not well known.

Gavin - Yes they can hear movement and yes dashing is louder. It's generally a very small range though and I pretty much have never seen it in 100+ small squad missions (but I take wide berths). Just a note: Technicals are very good in the early game, but don't get too reliant on them. As the campaign progresses and there are more enemies and bigger missions their burst potential wanes and you may find yourself unprepared for what lies ahead.

Rocket is the only thing that might do it, and I've never tried because the person in jail would likely be a puddle in jail after the attempt.

Yes, recruiting favors additional rebels up to 13 (max rebels that can be working in a haven), then it favors additional rookies.

The one Legend campaign I completed had 50+ in the barracks at the end, with another 30 dead (though I don't know if the game counts rebels as losses in the campaign summary)

You can check xcomLW_overhaul.ini for "cavalry" if you want to learn a little more about the infinate rnfs and edit them without experiencing it first hand.
