Yes Bluescreen Bombs and each Red Ammo reduces Hack by 25. For Assault Arc Pulser it's probably only 20. Do you mean perks not available in AWC yet? Ok that's not the example you give. For existing perks, I see only one case and not even amazing, just a good option better than for the original class, Shadowstrike for Sharpshooter.

For me the random isn't applied independently to the stats, that is a soldier can't have them all very good. But I suppose it won't change a stat analysis looking at them independently.

WOTC is bringing a ton of new features, so it's a bit different but I agree that it will probably be an option you activate or not. There's so many Proving Ground projects that I doubt any rush campaign could make any mod project with profit. If you can gain some control on Avatar project and slow down the campaign then they are definitely pretty good options, my first priority would be elite extended magazine.
