To everyone that saying that they can't play without commander's choice to prevent bad stats-class match ups on soldiers because it makes the game unplayable and not fun: Why don't you just turn NCE and HP off? Because we want to deal with varied troops but have control on who becomes what soldier ...

The reward for the mission is 'Unhindered Operations'. Not to mention the pile of free xp. I dont mind not getting additional supplies as the ones on the trucks represent the ones I get at the end of the month. I could see recruit being an interesting option, not so sure I'd care about supplies. It would be helpful especially when you have a haven that is low on rebels and needs some help rebuilding.

Though I think this would be the type of thing I'd rather see as a mod.

How long are you talking about. Can you time it using a phone or watch? I think they normally take a bit to load and I've noticed stuttering as well. I'm not sure what is 'normal' loading time, I've always just assumed it was going to be slow and did something else while it loaded.

I always go AWC > Engineer > GTS. I don't really see the value in GTS first. I don't find officers worth that much in the early game and I can level rookies faster on missions.
