As a matter of fact, I set the ops / command center CP bonuses to 5 / 10 a few days ago, just forgot to update the public notes. Admin modules still give 1/2 as well, so a T2 hab can do 6 and T3 12 total. Will keep an eye on this, plus MC granted by orgs and production rate on Earth, once this goes ...

I'm not sure you would accept any explanation I can provide, but the reasoning is players have asked for the factions to play more differently, and we came up with a widespread space empire as a form of economic victory for the most economically oriented faction.

They cause a negative propaganda effect on the faction that committed it. The strength of the effect is the number of atrocities the faction has committed. So you can get away with a few but more and more will kill your popularity globally.

0.4.35 is not available; it was superseded by 0.4.36.
0.4.36 is on a relatively new "Experimental" branch on Steam, which means "potentially less stable than validation."

I don't remember when we added it or am sure how useful it is, but there's a "Defensive Maneuvers" option in the special maneuvers panel (top center).

This is a bug (the text) and an unfriendly default setting (alerts for enemy probes). Both are fixed in 0.3.123. You can still get alert popups for enemy probes if you turn them back on in options, and the text should be clear in that case.
