How do Make Oscar Mike, Get Some and Incoming into passive Perks?

I just finished a campaign on veteran. Great work on the mod. How about make Get Some, Oscar Mike, Incoming into passive perks but with significant reduction of their effects. For example: Oscar Mike only 1 Mov, Get Some 5 Crit., Incoming 1 Dmg Reduc. I Feel that these 3 perks is just not used or on...
