If I remember right, burning doesn't disable the ability to melee attack, so it probably doesn't prevent the counter attack either. The other debuffs I think should prevent it. Right now, it's just too costly. You can revert it in the ini files. IMO though I think it's ok to have it at 5 ammo, it was a little to good before. Plus you can use auto loaders to get around the issue of how much ammo it uses (though I will admit it kind of forces you to have to use exp magazine...

yeah it's likely buggy because the way skullmining works in vanilla is that it just straight executes the target if it is successful, not matter how much hp it has. My guess is that interaction is still kind of lingering there causing some weird things to happen.

Don't think Sapper affects other heavy weapons but I can tell you that needle grenades does affect the other heavy weapons so you can get a technical with needle grenades that can kill anything it wants with rockets or flame and it would not destroy corpses or loot. It's pretty hilarious .
