Have you tried a campaign without doing 0% supply raids? I'd recommend you give it a go before you assume it will make the game too hard. The game was balanced around not doing them, and I found the economy worked just fine, even without going on any supply raids at all.

You don't need to sprint. On Legendary, you can't do any liberation missions for the first month, so it's not like you need to liberate a region in April to have a chance of winning. Based on my experience using it, I would say that it rolls damage as normal, and then divides by five, rounding up. So, if you roll 6 or higher on your flamethrower, you get 2. Otherwise, you get 1.
