Hmm, I just got a supply raids at the end of April (not zero %),I was able to get concealment by using the Intel boost, followed by a Rendezvous on May 1st. I'm guessing it's a combination of RNG and having your haven all set to Intel, as well as scanning at the haven as much as possible.

On my first escort mission I got 12 turn timer to get a VIP to a place that is at least 10 turns away at sprint. Is this intended? Why bother having soldiers on such mission at all in this case? Both my wife and I have put hundreds of hours into XCOM 2, never once have either one of us evaded the UFO on the first hunt. After having done an Avenger defense, it seems to be about 50/50, but I'm pretty sure that first time is automatic. (Any devs know for sure one way or the other?)

I would go to an alien bar and get an alien drunk. They can't hold their liquor and spill their guts after a few drinks, and hey, if your lucky, you might get lucky. Just don't play them in pool. Those aliens are all hustlers.
