I'm afraid you're the victim of a bugfix. Those techs had been far stronger than intended (and far stronger than their associated text would indicate), and the formula was corrected. I do have fully decked T3 stations on surface of Mercury, and 3 T3 stations around it, mostly shipyard and 6 supercoliders in total. They don't seem particularly interested in charging into my land basses on Mercury, which is a curious thing.

So, in theory the way to go is just to not rebuild my MC? I'm not too afraid of AI factions, I don't see them having enough MC and resources, at least for now.

The answer to your question is not obvious - i.e. go down to 75MC. It depends on many factors, mainly on the year you are in because you can deduce the progress of AI from this.
