It's not about how many pips you have on economy, its how many investment points get invested in economy. So some things to do would be to reduce other spending, stabilize the country and undeploy any armies you have deployed.

There is one, just click show full tech tree in the top right corner of the tech tree, it shows all non alien projects. If you right click a tech you get a tree with only the techs and projects connected to the tech/project you clicked.
