Suggestion: Protégés

Had some thoughts about what could be an interesting feature - Protégés.

For organizations as significant as the game's factions, it would be only natural to have some programmes and contingencies in place to inoculate themselves in the event that one of their six most influential members kicks the bucket, betrays their organization, or is otherwise determined to be unfit for their role - or from a natural expansion of the council. Having to "start from scratch" as it were can also be somewhat frustrating from a gameplay perspective.

One protégé (recruited from the regular recruit pool) could be assigned to each councilor, who'd serve as a mentor. It'd cost an upfront and/or monthly cost of money, influence and ops in some appropriate capacity. Who could mentor who would be limited by their class (an Operative could take a Spy, Kingpin, Fixer or Rebel as a protégé - possibly a Commando or Hacker as well). The protégé would then start earning XP as they gain experience working within your organization, even if not in a leading role yet. (Let's say they'd 20% of their mentor's XP, possibly scaled by difficulty), and could be augmented.

There could possibly be other interactions available, like some traits would confer benefits/penalties to the mentor, or at certain attribute thresholds they'd give +1 to their mentor (+1 for every 10 points, let's say), and a councilor getting assassinated or turning sides might also bring their protégé with them. Conversely, protégés might be targeted and turned to undermine their mentor (perhaps even more easily than a regular councilor).

I think it'd be an interesting gameplay addition, as it'd give the feeling that you have steps you can take to be prepared for the worst. With the balancing levers in the form of cost and just how much XP they earn, whether they can be targeted to undermine their mentor, it'd also hopefully be implementable in a balanced manner.
