Editing Open Billets

Hi just wanted to ask what file to edit the number of open billets for an officer:

S_XGFacility_Barracks_BuildMedal.upk_mod
or
S_XGFacility_Barracks_BuildMedals.upk_mod

Also which line do I edit, i've been searching reddit aswell on how to change the number of open billets. A user suggested editing these lines on S_XGFacility_Barracks_BuildMedals.upk_mod:

//BuildMedal(1, 152, 153, 4, 3) // ePerk_Medal_UrbanA, ePerk_Medal_UrbanB
1B 30 05 00 00 00 00 00 00 24 01 24 98 24 99 2C 04 2C 03 16

Can someone help me figure out what to change and how to edit the hex code? and if this is truly the file or line that I need to edit and compile using using upk manager. :?:

If you are playing 1.0, that has been moved to DefaultGameCore.ini, so no hex-editing required
