First Long War Campaign: Council mission increased panic instead decreasing?

It's June, I learn that I have been seriously under-investing in my air game, but am looking into addressing it. To that end, I have North America locked down. The aliens are gunning hard for Mexico though, sending bombing runs I've been in no shape to prevent, and the odd terror mission, keeping it about a half-bar away from full panic.

Much to my relief, I get a council escort mission (suspected collaborator), in Mexico, with a reward of PANIC REDUCTION. I successfully complete the mission, notice a suspicious swirly patter on the flight back, and find Mexico has left. Did this mission just give me a panic INCREASE? Rather salty over losing the single continent bonus I had, that I sank a whole lot of shot down satellite money into.

Countries leave only at end of month. If Mexico left, the panic level at end of month must have been >95. What was the panic level after the terror mission? Losing 10 civilians in a terror pumps the panic up by +30 and losing satellite is another +25. Maybe the 'end-of-month' occured on the flight back from the mission?

Oh, and one more thing:
"Note that there is also a 50% chance of adding +15 panic to any panic causing event if there is an active and hidden EXALT cell on the same continent as the target country. For example, an ignored and successful air raid in France has a 50% chance of causing +25 panic total if there is an active and hidden EXALT cell somewhere in Europe. ". So losing the sattellite over Mexico might have increased panic level by +40! Enough to bring it >95 from "around half bar from full".
