Because the only concept of "distance" in TI is the number of regions you have to cross; each region takes the same time (modified by ownership and rough terrain, but not geographic area).

In this case, the routes Dallas-Denver-Los Angeles and Dallas-Monterrey-Los Angeles both take two moves. But Denver region is rugged, while Monterrey region is not, so under TI's current rules it would actually take longer to go that way.

Partially incorrect. For all recent versions, the game does measure actual distance between center points in each region. But, yes, the rugged factor is likely driving the army around the Denver region.
