Partially incorrect. For all recent versions, the game does measure actual distance between center points in each region. In this case, the routes Dallas-Denver-Los Angeles and Dallas-Monterrey-Los Angeles both take two moves. But Denver region is rugged, while Monterrey region is not, so under TI's current rules it would actually take longer to go that way.
