I honestly cannot see any difference between the 2 options in Councillor Missions.
Is there a subtle one I am missing, please?

Not to worry.
Found the differences.
'Repeat Mission' - reassigns but does not restart the game timer
'Repeat & Continue' - resets for just the next turn only, and also restarts the game timer
'Permanent Assignment' - exactly what it says on the tin
