Unification and federation-joining difficulties - Resolved

It's 2024, and I cannot get Finland to join Russia's Eurasian Union despite controlling both countries 100%. Similarly for unifying Belarus and Baltic States with Russia, after having already joined Russia's Eurasian Union, and no cooldown is listed for them for Russia or the Eurasian Union. What does it mean to "have a claim on" a region of Finland or a federation member?
I watched the European Union federation swallow Germany, France, Benelux, and Italy into one big country with the same name as the federation.
I was able to cede Kharkiv to Russia from Ukraine, and I hope to unify Kyiv with Russia after joining its Eurasian Union and letting the cooldown period elapse.

Never mind. Figured it out. It just takes time--and you might have to do it from the Host (larger) party instead of the Guest (smaller).

And Claims can be checked by clicking on Regions in a nation's detail.
