Can't acquire org despite meeting requirements

My best councilor cannot acquire the Lawrence Livermore org. She has the Admin bandwidth and is not Criminal; I have 1 control point in the USA; I have the money. ???

Are you sure about the Admin cap? Some Orgs are falsely labeled as 2-star even though they're actually 3-star.

Councilor has 9 capacity and only 5 taken up by current orgs.

This will be my first post and i hope its helpful. I can think of 2 things and you said you had 1 cp in USA. The other thing is I think Lawrence Livermore org requires the councilor to have the Government ability.

Yup, she has the Government trait, too.
