Overriding other mods

So I've created my own personal mod that just has some ini edits (stuff like adding more starting soldiers, opening up for different weapon uses on various classes also including other mod classes, changing turn timers on missions, etc)

But I'm having problems getting all my changes to stick. For instance my increased number of starting recruits worked a while, but then either another mod update or installing a new mod caused it to stop working recently.

So I'm wondering if there's any way to ensure that my local mod is loaded after all steam workshop mods? or some other way that is smarter to do such changes (I don't really want to do manual ini edits in my documents since those obviously would get overwritten when other mods changes stuff).
