Mission Alert Level and Alien Force Level

I'm having difficulty understanding these in LW2.

I can see that as infiltration rating goes up, Alert level is deducted to a max -3, and max +11 at 0% infiltration.

What does alert level do in LW2? How does it affect missions?
Also, does LW2 utilize spawn weight of aliens defined in characterstats.ini in determining what level of alien to generate in a pod?

I'm looking to modding infiltration and what type of Aliens are generated as infiltration goes higher or lower.

Also, is there a console command that I can use to display the current Force Level and Alert Level of a map?
