Modifying ini files to new weapons

Basically is there a way to modify secondary weapons in the ini files? I mean stats, carriage and stats (for example +10 hacking).

It depends on the item and what functionality you want to mod, but generally yes. Weapons are in XComGameData_WeaponData.ini. Other gear can be in other ini files.
