Flamethrowing/burning bug?

I realize Pavonis are basically done with this mod now but hoping players can clue me in on what's going on here.
Just picked up LW2 again after probably a year, maybe 18 months. My campaign is plagued with this recurring issue which I'm prepared to swear never happened on previous play-throughs.
It takes the form of burning units recovering immediately and taking their turn as normal. It always happens like this:
Player turn:
Technical uses flamethrower and applies burn to one or more enemy units. Let's call the burning unit xeno1.
Interface message: [xeno1] is burning.
Turn ends.
Advent turn:
Interface message: [xeno1] is still burning.
Xeno1 takes burn damage as expected.
Xeno1 stops burning and has both action points available.
Xeno1 inevitably moves to flank shot the technical, usually killing her.
If this is a bug I'm happy to post all the other info and save games to troubleshoot it.
If not and this is actually intended behaviour of the latest LW2 versions then... I'm kinda speechless at how bad this is. Is there a ini fix to reverse it?
